The following scorecard lists several key votes in the Arkansas Legislature in 2021-2022 and ranks their State Senators and House Representatives based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

House of Representatives

1. Intrastate Firearms Protection Act

Good Vote: Yes

SB59 Intrastate Firearms Protection Act (Passed 74 to 18 on 4/15/2021).  prohibits the enforcement of any federal gun laws toward all personal firearms, firearms accessories, or ammunition “that is manufactured commercially or privately in Arkansas and that remains within the borders of Arkansas.”

2. Arkansas Sovereignty Act Of 2021

Good Vote: Yes

SB298 Arkansas Sovereignty Act Of 2021 (Passed 76 to 18 on 4/15/2021). Nullified all “acts, laws, orders, rules, and regulations of the United States Government, whether past, present, or future” that are unconstitutional regarding guns.

3. Arkansas Save Adolescents From Experimentation (SAFE) Act.

Good Vote: Yes

HB1570 Arkansas Save Adolescents From Experimentation (SAFE) Act (Passed 71 to 27 on 4/6/2021). Bans doctors from providing gender-affirming health care for "transgender" children.

4. Voter ID for Provisional Ballots

Good Vote: Yes
HB1112 Voter ID for Provisional Ballots (Passed 75 to 20 on 2/2/2021).  Requires Arkansas voters to show a photo ID to cast a provisional ballot.

5. School Vending Machines

Good Vote: No

HB1783 School Vending Machines (Passed 92 to 0 on 4/14/2021). Allows students in seventh through twelfth grade to access vending machines offering food and beverages that meet the nutrition standards of the federal smart snacks in school program.

6. Declining Enrollment Funding

Good Vote: No
SB629 Declining Enrollment Funding (Passed 92 to 0 on 4/21/2021). Allows school districts that have experienced a decline in average daily membership to receive both Declining Enrollment Funding and Special Needs Isolated Funding.
