HB125 creates several offenses, including the possession of an unfinished firearm frame or receiver without a serial number, the production and possession of a concealed or undetectable firearm, the production and possession of an untraceable firearm, and the production or distribution of a firearm using a three-dimensional printer. This bill also criminalizes the possession of a firearm frame or receiver with a serial number that has been removed, obliterated, or altered.

The Delaware State House of Representatives passed HB125 on May 20, 2021 by a vote of 23 to 18.
