The following scorecard lists several key votes in the Delaware State Legislature in 2021 and 2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

Senate

1. Racial Equity Consortium

Good Vote: No
HB375 Racial Equity Consortium (Passed 21 to 0 on 6/29/2022). Establishes the Racial Equity Consortium for the purposes of studying and making recommendations to address the disparities and inequities faced by persons of color in Delaware.

2. Automatic Voter Registration

Good Vote: No
SB5 Automatic Voter Registration (Passed 14 to 7 on 3/30/2021).  Establishes an automated voter registration system at the Delaware Division of Motor Vehicles (DMV).

3. Equity

Good Vote: No

SCR43 Equity (Passed 21 to 0 on 5/13/2021). Assess state equity in compensation and salary, particularly in the context of race and gender, by focusing on starting rates for initial appointment and the advanced starting salary procedure.

4. Economic Development

Good Vote: No

SB127 Economic Development (Passed 21 to 0 on 5/20/2022). Establishes a fund to support economic growth and stability by providing grants, loans, or other aid to businesses and public entities that invest in constructing, renovating, or improving infrastructure for commercial or industrial sites.

5. Grow Your Own Educator Program

Good Vote: No
HB430 Grow Your Own Educator Program (Passed 21 to 0 on 7/1/2022).  Introduces the Grow Your Own Educator Program to enhance the hiring, retention, and diversity of educators in Delaware public schools.

6. Gun Owner Rights

Good Vote: No

SB3 Gun Owner Rights (Passed 13 to 8 on 4/1/2021). Requires a handgun qualified purchaser card required to purchase handguns.
