The following scorecard lists several key votes in the Delaware State Legislature in 2021 and 2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

House of Representatives

1. Racial Equity Consortium

Good Vote: No
HB375 Racial Equity Consortium (Passed 40 to 0 on 6/7/2022). Establishes the Racial Equity Consortium for the purposes of studying and making recommendations to address the disparities and inequities faced by persons of color in Delaware.

2. Grow Your Own Educator Program

Good Vote: No
HB430 Grow Your Own Educator Program (Passed 38 to 0 on 6/14/2022).  Introduces the Grow Your Own Educator Program to enhance the hiring, retention, and diversity of educators in Delaware public schools.

3. Black History Education.

Good Vote: No

HB198 Black History Education (Passed 33 to 7 on 4/29/2021). Mandates that every school district and charter school create and execute a program focused on Black History, which will be taught to students from kindergarten to 12th grade.

4. Ghost Guns

Good Vote: No
HB125 Ghost Guns (Passed 23 to 18 on 5/20/2021). Creates several offenses, including the possession of an unfinished firearm frame or receiver without a serial number, the production and possession of a concealed or undetectable firearm, the production and possession of an untraceable firearm, and the production or distribution of a firearm using a three-dimensional printer.

5. High-Capacity Magazines

Good Vote: No
SB6 High-Capacity Magazine Ban (Passed 23 to 18 on 6/6/2022). Prohibits the production, vending, offering for sale, procurement, receipt, transfer, or ownership of a large-capacity magazine.

6. Automatic Voter Registration

Good Vote: No
SB5 Automatic Voter Registration (Passed 40 to 1 on 5/18/2021).  Establishes an automated voter registration system at the Delaware Division of Motor Vehicles (DMV).
