“Free” School Meals  |  HS2-HB125

HS2-HB125 provides a “free breakfast and lunch every school day” for public school students who qualify, under federal guidelines, for a reduced-price meal.

The Senate passed HS2-HB125 on June 27, 2024, by a vote of 21 to 0. We have assigned minuses to the ayes because neither feeding children nor educating them is the role of the government. Each of these responsibilities belongs to a child’s parents or family. Not only does charity have no part in the duty of government, but there can be no such thing as a meal that comes “free of charge.” The reality is that this type of ‘cradle-to-grave’ program relies on the unconstitutional theft of taxpayer money for use on behalf of some citizens (particularly those who have little or no tax liability) at the expense of others—resulting in more debt, dependency, and poverty. The hard-working people of Delaware must not be forced to fund all that now entails a compulsory, failing, and government-run K-12 school system.

LGBTQ+ “Pride Month”  |  HCR155

HCR155 recognizes June 2024 as LGBTQ+ “Pride Month.”

The Senate passed HCR155 on June 18, 2024, by a vote of 17 to 4. We have assigned pluses to the nays because homosexual behavior and “same-sex marriages” should be illegal in Delaware, not honored. Being contrary to the “Laws of Nature and of Nature’s God,” the grossly illicit, self-inhibiting, and unsanitary acts of sexual perversion inherent to the LGBTQ+ movement are destructive of self-government and the family—the very foundations of a free society. As with abortion, there is nothing in the U.S. Constitution that can be used to support homosexuality because true “equality” under the law means that there can be no appeal to “Life, Liberty and the pursuit of Happiness” for anyone apart from the moral sanctions set forth by “their Creator” who grants them with “certain unalienable Rights.” In other words, the positive standard established by the principles of the American Founding implies the negative prohibition. Despite what the General Assembly declares, no amount of celebration can make normal or even constitutional that which truth has told us since time immemorial to abominable and shameful.

No Death Penalty for Convicted Murderers  |  HB70

HB70 eliminates the death penalty in Delaware.  

The House passed HB70 on June 18, 2024, by a vote of 33 to 8. We have assigned pluses to the nays because justice is the overall purpose of civil government. The State of Delaware has a dual role of securing our “unalienable Rights” to life, liberty, and property while punishing anyone responsible for depriving them. Convicted offenders can only themselves be held accountable for their own actions, and punishment for one’s crimes must be borne by that individual. The U.S. Constitution’s “due process” and “equal protection” requirements justly follow the Common Law retributive principle that ‘the punishment should fit the crime.’ Serious crimes, such as first-degree murder, which involves the shedding of innocent blood, demand capital punishment, for mankind has been created in the image of God.

Article V Convention  |  SCR100

SCR100 would apply to Congress for the calling of a “convention of the states” under Article V of the U.S. Constitution.

The Senate defeated SCR100 on June 13, 2024, by a vote of 6 to 5 (simple-majority vote of 11 needed to pass). We have assigned pluses to the nays because efforts to call an Article V convention should be resisted. Instead of failing to uphold their oath of office and risking a constitutional convention, legislators in Delaware and the rest of the States can “support and defend” the U.S. Constitution, as required under Article VI, Clauses 2 and 3, by acting to immediately nullify all unconstitutional federal laws. Whenever the federal government assumes undelegated powers, in blatant violation of the 10th Amendment, nullification of such acts is the proper remedy. Article V of the Constitution was designed to correct potential errors or defects in the Constitution, not to misconstrue or abuse its powers. The States need to use Article VI to enforce the Constitution, rather than use Article V to change it.

Medicaid-Covered Abortion  |  HS2-HB110

HS2-HB110 requires Medicaid to cover “services related to the termination of pregnancy.”     

The House passed HS2-HB110 on May 23, 2024, by a vote of 26 to 11. We have assigned pluses to the nays because the care of human life—not its destruction—is the greatest responsibility of government. No person has a right to kill a preborn child using the pretext of “reproductive health services,” let alone tax their neighbor to pay for it. Delaware ought to not only forbid abortion entirely, upholding the sanctity of life for every person, but end all immoral and anti-constitutional forms of government-imposed theft that take from citizens the wages they have duly earned. The right to life is the most fundamental, God-given, and “unalienable” right protected by the Fifth and 14th Amendments to the U.S. Constitution, whereas Medicaid is an ever-expanding and unsustainable Federal-State ‘entitlement program’ not authorized under Article I, Section 8.  

‘Morning-After’ Pill Mandate  |  SB232

SB232 requires all health benefit plans to cover over-the-counter “emergency” contraception without a prescription.

The Senate passed SB232 on March 19, 2024, by a vote of 21 to 0. We have assigned minuses to the ayes because hormonal birth control drugs and devices, particularly high-dose ‘morning-after’ pills, can and do prevent uterine implantation of developing preborn children, causing them to function not only as “contraceptives,” but also as abortifacients, thereby resulting in ‘silent abortions.’ Given that the care of human life—not its destruction—is the greatest responsibility of government, Delaware ought to forbid abortion and other grotesque methods of population control entirely, upholding the sanctity of life for every person. The right to life is the most fundamental, God-given, and unalienable right asserted in the Declaration of Independence and guaranteed by the Fifth and 14th Amendments to the U.S. Constitution.

Delaware Climate Change Solutions Act  |  HB99

HB99 establishes a statewide target of “net zero” greenhouse gas emissions from “all economic sectors” by 2050, with at least a 50% reduction in emissions by 2030.

The Senate passed HB99 on June 27, 2023, by a vote of 15 to 5. We have assigned pluses to the nays because this bill implements provisions of the United Nations’ Agenda 2030 for “sustainable development,” codifying extreme “climate change” and “environmental justice” measures into state law. Its push for “a just and equitable transition toward a decarbonized economy” on behalf of “disproportionately” impacted and “historically over-burdened and underserved communities” is no less than an alarmist attempt by globalist elites to expand their taxing power and authority. For instance, the bill significantly allows for the increased use of “carbon storage and sequestration projects,” which have led to the abuse of eminent domain throughout the country, encroaching on the property rights of Americans enshrined in the Bill of Rights and the 14th Amendment. Delaware must act as “The First State” to end the unconstitutional war on fossil fuels that will further threaten free-market enterprise, reduce our standards of living, and compromise the integrity of our nation’s infrastructure.

“Electronic Money” in the Uniform Commercial Code  |  SB157

SB157 changes Delaware’s definition of “money” to include “electronic money,” as provided by the Uniform Commercial Code. 

The Senate passed the SB157 on June 15, 2023, by a vote of 21 to 0. We have assigned minuses to the ayes because this bill would end free-market-based cryptocurrencies and pave the way for an exclusively government-controlled Central Bank Digital Currency—presenting a significant danger to civil liberties. In fact, this bill was pushed by the Uniform Law Commission, an influential ‘Deep State’ globalist organization that promotes uniform state laws in America, particularly those “consistent with U.S. laws and international obligations,” so as to pursue integration with other countries. Nevertheless, the power to “coin money,” let alone authorize or adopt the use of “electronic money,” is among the powers denied to the States in Article 1, Section 10, of the U.S. Constitution.

Racial Equity Consortium  |  HB375

HB375 establishes the Racial Equity Consortium for the purposes of studying and making recommendations to address the disparities and inequities faced by persons of color in Delaware.

The Delaware State Senate passed HB375 on June 29, 2022 by a vote of 21. We have assigned the pluses to the nays because this is a gross waste of taxpayer dollars. This consortium’s goal is to identify and remove systemic inequities that impact people of color, which is a liberal talking point that embraces Marxism and the woke culture.

Grow Your Own Educator Program  |  HB430

HB430 introduces the Grow Your Own Educator Program to enhance the hiring, retention, and diversity of educators in Delaware public schools. The Program has a grant process, led by the Department of Education and any Delaware school district or charter school is eligible to apply for the grant to create their customized program.

The Delaware State Senate passed HB430 on July 1, 2022 by a vote of 21 to 0. We have assigned pluses to the nays because this program grows the size of government by creating a new program, subsidizing a profession by propping one field up over the rest. Like most government programs, when money is involved, stings are attached and this is a bad precedent to set.

Economic Development  |  SB127

SB127 establishes a fund to support economic growth and stability by providing grants, loans, or other aid to businesses and public entities that invest in constructing, renovating, or improving infrastructure for commercial or industrial sites. This will attract new businesses, expand existing businesses, and create permanent full-time jobs. The competition between states to attract and retain businesses requires sustained economic growth, which depends on readily available sites for commercial and industrial development. The Site Readiness Fund will provide assistance to qualified businesses or public entities to develop such sites and retain economic opportunities.

The Delaware State Senate passed SB127 on May 20, 2021 by a vote of 21 to 0. We have assigned pluses to the nays because government should not subsidize and interfere with private enterprise. This expands the size of government, and subsidies make businesses more reliant on government assistance. When the government meddles in areas they shouldn’t, individuals and businesses lose more control and freedom.

Equity  |  SCR43

SCR43 instructs the Department of Human Resources Secretary to leverage the Merit Rules and State Budget Act to centralize efforts across state executive branch agencies. The objective is to assess equity in compensation and salary, particularly in the context of race and gender, by focusing on starting rates for initial appointment and the advanced starting salary procedure.

The Delaware State Senate passed SCR43 on May 13, 2021 by a vote of 21 to 0. We have assigned pluses to the nays because the Declaration of Independence states, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” Equity is not one of our founding principles. Equity is rooted in communism and is part of the Marxist agenda. The goal is to pit Americans of different races and religions against each other, a catalyst for more racism.

Automatic Voter Registration  |  SB5

SB5 establishes an automated voter registration system at the Delaware Division of Motor Vehicles (DMV) and confers upon the State Election Commissioner the power to execute automatic voter registration at other agencies within the state.

The Delaware State Senate passed SB5 on March 30, 2021 by a vote of 14 to 7. We have assigned pluses to the nays because automatic voter registration could lead to the automatic registration of non-citizens or others who are not permitted to vote. This compromises election integrity, opening the door for voter manipulation.

Gun Owner Rights  |  SB3

SB3 requires a handgun qualified purchaser card required to purchase handguns.

The Delaware State Senate passed SB3 on April 1, 2021 by a vote of 13 to 8. We have assigned pluses to the nays because background checks and purchaser cards, in general, are a severe violation of our God-given right to self-defense, as enumerated in the 2nd Amendment, and that shall not be infringed.

Racial Equity Consortium  |  HB375

HB198 mandates that every school district and charter school create and execute a program focused on Black History, which will be taught to students from kindergarten to 12th grade. The Act specifically includes current events in the discourse on Black History, as well as utilizing practical tools and experiences.

The Delaware State House of Representatives passed HB198 on April 29, 2021 by a vote of 33 to 7. We have assigned pluses to the nays because our government is pushing schools to teach racism through equity and race-based curriculum, which is rooted in communism and is part of the Marxist agenda. The goal is to pit Americans of different races and religions against each other, a catalyst for more racism. Our education system is broken and corrupt – and all at the cost of the taxpayers’ expense.

Ghost Guns  |  HB125

HB125 creates several offenses, including the possession of an unfinished firearm frame or receiver without a serial number, the production and possession of a concealed or undetectable firearm, the production and possession of an untraceable firearm, and the production or distribution of a firearm using a three-dimensional printer. This bill also criminalizes the possession of a firearm frame or receiver with a serial number that has been removed, obliterated, or altered.

The Delaware State House of Representatives passed HB125 on May 20, 2021 by a vote of 23 to 18. We have assigned pluses to the nays because it is none of the government’s business what firearms you own and possess. The right of the American people to keep and bear arms is protected by the 2nd Amendment of the U.S. Constitution and should not be infringed.

High-Capacity Magazines  |  SB6

SB6 introduces a precise explanation for the term “large-capacity magazine” as an ammunition-feeding mechanism with the potential to hold more than 17 rounds of ammunition. Additionally, it forbids the production, vending, offering for sale, procurement, receipt, transfer, or ownership of a large-capacity magazine and violating this restriction is deemed a class E felony.

The Delaware State House of Representatives passed SB6 on June 16, 2022 by a vote of 23 to 18. We have assigned pluses to the nays because the fundamental right of the American people to keep and bear arms is protected by the U.S. Constitution, particularly in the 2nd, 9th, and 10th Amendments, and should not be infringed. The Constitution does not limit an individual’s firearm capacity.
