The following scorecard lists several key votes in the Hawaii State Legislature in 2021 and 2022 and ranks state assemblymen and senators based on their fidelity to (U.S.) constitutional and limited-government principles.
This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.
House of Representatives
1. Hobbyist Firearm Ban
HB1366 Hobbyist Firearm Ban (Passed 42 to 8 on 4/13/2021). Bans numerous unfinished firearm components and home-built hobbyist firearms.
2. Banning Fossil Fuels
HB111 Banning Fossil Fuels (Passed 45 to 5 on 3/4/2021). Bans utility companies from utilizing fossil fuels for energy production by the year 2045.
3. Limiting Asset Forfeiture Abuse
SB294 Limiting Asset Forfeiture Abuse (Passed 48 to 2 on 4/8/2021). Limits the controversial tactic of civil asset forfeiture, in other words the tactic of taking property from individuals before a conviction.
4. Ending the Covid-19 Emergency
HB103 Ending the Covid-19 Emergency (Passed 50 to 0 3/5/2021). Limits executive emergency powers utilized during the Covid-19 emergency with a legislative check.
5. Permitting Nurses to Perform Abortions
Permitting Nurses to Perform Abortions (Passed 42 to 9 on 3/9/2021). Lowers criteria for allowing nurses to perform abortions.
6. Paris Agreement and Agenda 2030
SCR243 Paris Agreement and Agenda 2030 (Passed 25 to 0 on 4/18/2022). Endorses the UN Climate Paris Agreement and the 2030 Agenda for Sustainable Development.
