We have assigned pluses to the ayes because eminent domain for private corporations violates the U.S. Constitution, specifically the Fifth and Fourteenth Amendments. The Fifth Amendment explicitly states, “nor shall private property be taken for public use, without just compensation.” Furthermore, the Fourteenth Amendment declares, “nor shall any State deprive any person of life, liberty, or property, without due process of law.”

Film Tax Credits  |  HF2662

HF2662 creates the Iowa Film Production Incentive Program, offering up to 30% rebates for film, TV, and documentary production expenses in Iowa, with a $10 million total rebate limit. Productions must have a $1 million budget and meet other requirements.

The Iowa State House of Representatives passed HF2662 on March 26, 2024 by a vote of 87 to 8. We have assigned pluses to the nays because government should not intervene in the marketplace by selectively granting tax incentives to specific industries. Furthermore, the film industry generally supports woke, Marxist ideology. HF2626 amends Iowa’s tax code to exclude capital gains from the sale of bullion, coins, or currency from an individual’s taxable income, while including any capital losses from such sales. Bullion is defined as gold, silver, platinum, or palladium bars or medallions valued based on their metal content. Coins or currency refer to those made of metal or paper used as legal tender.

We have assigned pluses to the ayes because this bill is an important step toward restoring constitutional money and returning to the gold standard in compliance with Article I, Section 10 of the U.S. Constitution.

Illegal Immigration  |  SF2340

SF2340 criminalizes illegal reentry, with penalties based on prior offenses; allows deportation orders; and grants immunity to officials enforcing the law, except for misconduct. It also bans deferred or suspended sentences for these convictions.

We have assigned pluses to the ayes because this bill takes a strong stance against illegal reentry, reinforcing immigration laws that protect American sovereignty. By imposing penalties and curbing unlawful migration, SF2340 helps counter policies that facilitate mass migration and undermine our Republic’s constitutional foundations. It also safeguards the rule of law by ensuring that immigration-law violations are met with consequences, rather than leniency, which would further erode border security and national integrity.

HF2575 replaces “human pregnancy” with “unborn person” in Iowa law and increases penalties for harming or killing an unborn person during crimes, with life sentences for killing unborn deaths.

We have assigned pluses to the ayes because the right to life is the most fundamental, God-given, and unalienable right asserted in the Declaration of Independence and guaranteed by the 5th and 14th Amendments to the U.S. Constitution. Ending Wokeness  |  SF2096

SF2096 repeals a 1987 law mandating gender balance, political diversity, and racial representation in appointments to state boards and commissions, rolling back these “woke” requirements.

The Iowa State House of Representatives passed SF2096 on February 26, 2024 by a vote of 62 to 33. We have assigned pluses to the ayes because repealing this law promotes true equality by treating all individuals the same, regardless of gender, race, or political affiliation. As stated in the Declaration of Independence, “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” This bill helps ensure that everyone is treated equally under the law.

Prohibiting Guaranteed Income Programs  |  HF2319

HF2319 bans Iowa counties and cities from creating or maintaining guaranteed income programs that give regular cash payments without work or training requirements. Existing programs may continue until January 1, 2025, or they expire. Violations can lead to cease-and-desist orders and legal action by the attorney general.

We have assigned pluses to the ayes because the concept of a “guaranteed income” (i.e., ‘universal basic income’) relies on the immoral and anti-constitutional act of government-imposed theft disguised as taxation, which takes from citizens the wages they have rightfully earned. This manifestly socialist wealth-redistribution scheme violates both the Bill of Rights and the 14th Amendment, which were intended to protect against undue deprivation or disparagement of a person’s “property” and provide “equal protection of the laws” for all Americans. 

Disaster Assistance  |  HF2308

SF2308 updates Iowa’s disaster response by allowing the Governor to accept federal grants for expenses local or state funds can’t cover. The state will contribute up to 25% for disaster aid and 10% for hazard mitigation, with the rest funded by applicants or federal support. Iowa can also request federal advances, to be repaid later.

The Iowa State Senate passed SF2308 on April 3, 2024 by a vote of 48 to 0. We have assigned pluses to the nays because, as President Grover Cleveland stated in his 1887 veto message for the Texas Seed Bill, “I can find no warrant for such an appropriation in the Constitution, and I do not believe that the power and duty of the General Government ought to be extended to the relief of individual suffering…. Though the people support the Government the, Government should not support the people.” Both that bill and SF2304 intended to secure government assistance for local disasters. However, it is not the government’s role to solve every problem; these issues should be addressed by the private sector, the generosity of our friends and neighbors, and the principles of individualism.

SF2095 protects people’s religious rights by preventing the government from imposing burdens on their religious practices. If someone’s religious freedom is violated, they can seek legal action and potentially receive damages. The law applies to all state and local government actions.

The Iowa State Senate passed SF2095 on February 20, 2024 by a vote of 31 to 16. We have assigned pluses to the ayes because no law shall prohibit free exercise of religion and the right to peacefully assemble. These rights are protected by both the Bill of Rights and the 14th Amendment to the U.S. Constitution, and the government is not permitted under any instance or situation to suspend these God-given rights.

It provides a new standing unlimited General Fund appropriation for an Education Savings Account (ESA) Fund under the control of the Department of Education.

The Iowa State House of Representatives passed HF68 on January 23, 2023 by a vote of 55 to 45. We have assigned pluses to the nays because all government money comes with strings attached. ESAs might sound good in theory, but they expand government involvement into all aspects of education — including homeschools and religious schools — and can potentially affect rules and curriculum. We encourage all parents to get their children out of the government school system and instead pursue sound alternatives such as homeschooling and patriotic private schools, where government funds are not involved.

Sex Changes for Minors  |  SF538

SF538 prohibits activities regarding gender transition procedures relative to minors.

The Iowa State House of Representatives passed SF538 on March 8, 2023 by a vote of 58 to 29. We have assigned pluses to the ayes because Marxists and Leftists are pushing their woke agenda — telling everyone that one can choose their own gender and decide what their pronouns are. They are pushing this on younger generations, which is pure indoctrination.

School Transparency  |  SF496

SF496 mandates the Department of Education (DE) to establish rules necessitating periodic reviews of library materials in school districts, charter schools, and innovation zone schools, with a focus on identifying obscene or sexually explicit content. School districts must inform the DE when removing such books, and the DE maintains a list of these titles. Access to these books by students requires prior parental or guardian consent. The bill introduces curriculum changes, including a prohibition on gender identity or human sexuality instruction before grade five (or six for elementary schools teaching grade six). It also eliminates content related to certain sexually transmitted infections (STIs) and requires students to pass the United States Citizenship and Immigration Services civics test in their United States government classes.

These products cannot be intended for resale and are exempt from regulation by the Iowa Department of Agriculture and Land Stewardship or the Iowa Department of Inspections and Appeals.

The Iowa State House of Representatives passed SF315 on April 12, 2023 by a vote of 64 to 35. We have assigned pluses to the ayes because the prohibition on the sale of raw milk is in violation of the First, Fifth, and Fourteenth Amendments of the U.S. Constitution. These bans violate the principles of the free market, as the government should not interfere in commerce. This legislation is a great step in the right direction.

HF654 allows guns to be in vehicles in school parking lots.

The Iowa State House of Representatives passed HF654 on April 12, 2023 by a vote of 62 to 37. We have assigned pluses to the yeas this bill is a win for gun rights and is a step in the right direction. The right to own, possess, and carry a firearm is enshrined absolutely in the 2nd Amendment of the U.S. Constitution and there are no limits on that.

SF318 establishes an Iowa Office of Apprenticeship and Iowa apprenticeship council.

The Iowa State Senate passed HF2298 on May 24, 2022 by a vote of 29 to 16.  We have assigned pluses to the ayes because an individual’s personal health care decisions should not be the object of government, nor be under its federal, state, or local jurisdictions in the United States. Forcing an individual to produce their vaccination status would be a violation of their fundamental rights, freedoms, privileges, or immunities protected by the Bill of Rights and the 14th Amendment to the U.S. Constitution. 

Unemployment Reduction  |  HF2355

HF2355 reduces unemployment benefits in the state by 10 weeks, reducing the number of weeks from 26 to 16.  

The Iowa State Senate passed HF2355 on April 26, 2022 by a vote of 30 to 14.  We have assigned pluses to the ayes because unemployment benefits and the welfare system are a socialist government program that make people more reliant on the government.  The more people on government assistance, the greater the size of government. This legislation shrinks the time people can rely on the government to live. 

Athletics Based on Sex  |  HF2416

HF2416 requires that student athletes in public schools, private schools, and universities can only play on sports teams of the gender that is stated on their birth certificate.

This indoctrination is letting people believe that they can choose their pronouns and that they can be transgender. Scientifically and biblically, there are two genders. Taxpayers fund sports programs in schools, so this legislation ensures that taxpayer dollars will not be going to athletic programs that embrace the woke culture. 

Critical Race Theory Ban  |  HF802

HF802 restricts the teaching of Critical Race Theory in the State of Iowa.  Teachers can no longer teach discriminatory indoctrination.

The goal is to pit Americans of different races and religions against each other, essentially become a catalyst for more racism. Our education system is broken and corrupt and all of this is at the cost of the taxpayers expense. This legislation is a good step in taking back our schools and protecting our kids.

HF756 removes the requirement for a permit to acquire or carry a handgun.  A permit is also no longer required when selling a firearm to another private person.

We have assigned pluses to the ayes because the fundamental right of the American people to keep and bear arms is protected by the U.S. Constitution, particularly in the 2nd, 9th, and 10th Amendments, and should not be infringed. The Constitution does not limit where a gun or firearm can or cannot be used.
