The following scorecard lists several key votes in the Idaho Legislature in 2021-2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our second state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

Senate

1. State Sovereignty

Good Vote: No

HB454 State Sovereignty (Passed 28 to 4 on 2/8/2022). Forces the state to give up some of its sovereignty and comply with a federal program and all of its subsequent amendments.

2. Government Housing

Good Vote: No

H701 Government Housing (Passed 26 to 9 on 3/22/2022). Allocates American Rescue Plan Act (ARPA) money to create grants for nonprofit developers to create affordable housing for low income earners.

3. Loan Repayment Program

Good Vote: No

SB1287 Loan Repayment Program (Rejected 14 to 17 on 2/23/2022). Allocated money to fund education debts for nurses committing to practice in designated rural health shortage areas that have limited access to hospitals.

4. Governor's Emergency Powers

Good Vote: Yes

S1217 Governor's Emergency Powers (Passed 28 to 7 on 5/5/2021). Places a 90 day limit on a governor’s emergency powers granted during an extreme state of emergency and can be revoked by legislature.

5. Gun Rights - Nullification

Good Vote: Yes

S1205 Gun Rights - Nullification (Passed 28 to 7 on 4/20/2021). Prohibits Idaho government entities from assisting in the enforcement of new federal actions regarding firearms and their components.

6. Martial Law

Good Vote: Yes

S1136 Martial Law (Passed 28 to 7 on 4/9/2021).  Prohibits the Governor from suspending Idaho code except in extreme situations and caps emergency declarations to 60 days.
