The following scorecard lists several key votes in the Idaho Legislature in 2021-2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our second state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

House of Representatives

1. State Sovereignty

Good Vote: No

HB454 State Sovereignty (Passed 40 to 30 on 1/31/2022). Forces the state to give up some of its sovereignty and comply with a federal program and all of its subsequent amendments.

2. Voter ID

Good Vote: Yes

H761 Voter ID (Passed 47 to 21 on 3/14/2022).  Strengthens the list of required documents to register to vote, to prove applicants’ identity, address, and citizenship.

3. Prohibit Reassignment Surgery on Minors

Good Vote: Yes

H675 Prohibit Reassignment Surgery on Minors (Passed 55 to 13 on 3/8/2022).  Prohibits doctors from performing sex reassignment surgery on minors and from distributing puberty blockers to minors.

4. Emergency Order Termination

Good Vote: Yes

HCR40 Emergency Order Termination (Passed 42 to 25 on 3/7/2022).  Terminated the long lasting COVID-19 emergency order implemented by the governor on March 13, 2020, which violated the law by extending the order for longer than 30 days.

5. Gun Rights

Good Vote: Yes

H475 Gun Rights (Passed 57 to 13 on 2/23/2022).  Allows a group of people to assemble with firearms or parade in public with firearms.

6. Mask Mandate Ban

Good Vote: Yes

H631 Mask Mandate Ban (Passed 46 to 24 on 2/21/2022). Prohibits local governments, health officers or the state from mandating face coverings.
