The following scorecard lists several key votes in the Indiana Legislature in 2023 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.
House of Representatives
1. Behavioral Health
SB1 Behavioral Health (Passed 96 to 3 on 4/17/2023). Increases mental health aid and services to Hoosiers and assist people struggling during a mental crisis.
2. Public Health Commission
SB4 Public Health Commission (Passed 78 to 21 on 4/17/2023). Enhances the scope of the local health commission, stipulates that the state department can offer services to local health departments, mandates every local board of health to create a fund for local public health services to receive state funding, and grants authority to the state department for issuing guidance to local health departments.
3. Kinsey Budget Amendment
HB1001 Amendment 2 (Passed 53 to 34). Prohibits state funding for the Kinsey Institute, a research institute at Indiana University that studies human sexuality and relationships through research, outreach, education, and historical preservation.
4. Gender Transition Procedures for Minors
SB480 Gender Transition Procedures for Minors (Passed 65 to 30 on 3/27/2023). Prohibits a physician or other practitioner from knowingly providing gender transition procedures to an individual who is less than 18 years of age and aiding or abetting another physician or practitioner in the provision of gender transition procedures to a minor.
5. Carbon Sequestration
SB451 Carbon Sequestration (Passed 73 to 22 on 3/21/2023). Introduces a carbon sequestration pilot project, allowing two carbon dioxide pipelines in Vigo and Vermillion counties.
6. Teacher Education Scholarships
HB1637 Teacher Education Scholarship (Passed 86 to 4 on 4/20/2023). Raises the annual scholarship awarded under the next generation Hoosier educators scholarship program to $10,000 from $7,500 and creates the next generation Hoosier minority educators scholarship program and fund.
