The following scorecard lists several key votes in the Minnesota Legislature in 2021 and 2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

Senate

1. Omnibus Public Education Bill

Good Vote: No
HF2 Omnibus Public Education Bill (passed 65 to 0 on 6/30/2021). Serves as the $21.2 billion omnibus PreK-12 public education bill, which allocates $554.2 million in new spending, incorporates provisions from the Increase Teachers of Color Act, and prohibits “lunch shaming.”

2. Federal COVID-19 Funds for Housing Subsidies

Good Vote: No
HF4 Federal COVID-19 Funds for Housing Subsidies (passed 66 to 0 on 6/28/2021). Provides for the use of federal COVID-19 funds for rental and housing assistance in Minnesota.

3. Expanding Government 'Entitlement' Programs

Good Vote: No

HF33 Expanding Government 'Entitlement' Programs (passed 62 to 4 on 6/26/2021). Appropriates $18.8 billion to extend Medicaid coverage, raise welfare payouts for low-income families, and assist with child care and student loan forgiveness.

4. Energy Conservation and Optimization (ECO) Act

Good Vote: No

HF164 Energy Conservation and Optimization (ECO) Act (passed 58 to 9 on 5/17/2021). Aims to reduce statewide energy consumption, specifically by requiring utility “load management” and “fuel switching.”

5. Terminating the COVID-19 State of Emergency

Good Vote: Yes
SC5 Terminating the COVID-19 State of Emergency (passed 38 to 29 on 3/18/2021). Would have ended the COVID-19 peacetime public emergency declared by Governor Tim Walz on March 13, 2021, under Executive Order 20-1 and extended under subsequent executive orders.

6. Enforcement of Canadian Orders for Protection

Good Vote: No
SF395 Enforcement of Canadian Orders for Protection (passed 66 to 0 on 3/8/2021). Allows Minnesota law enforcement agencies to enforce orders for protection issued in Canada without a requirement that such orders be filed with a court in the United States.
