The following scorecard lists several key votes in the Missouri General Assembly in 2023 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles. This is our second state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.
Senate
1. Show MO Act
HB675 Show MO Act (Passed 20 to 12 on 2/27/2023). Reauthorizes a tax credit for specific expenses associated with the production of qualified motion media production projects in Missouri.
2. SAFE Act
SB49 SAFE Act (Passed 24 to 8 on 3/23/2023). Provides that no healthcare provider shall perform gender transition surgeries on any minor.
3. Constitutional Amendments
HJR43 Constitutional Amendments (Passed 24 to 10 on 4/27/2023). Proposes raising the threshold for approving future constitutional amendments from a simple majority to a supermajority on a ballot.
4. Sound Money
SB100 Sound Money (Passed 21 to 12 on 2/9/2023). Requires the State Treasurer to keep in the custody of the state treasury an amount of gold and silver greater than or equal to 1% of all state funds.

6. Grocery Store Tax Credit
SB143 Grocery Store Tax Credit (Passed 28 to 6 on 4/6/2023). Raises the maximum amount of annual authorizations from $1.75 to $2.75 million in tax credits.
