The following scorecard lists several key votes in the North Carolina Legislature in 2021-2022 and ranks their State Senators and House Representatives based on their fidelity to (U.S.) constitutional and limited-government principles.
This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.
Senate
1. Additional COVID-19 Relief
S172 Additional COVID-19 Relief (Passed 49 to 0 on 5/20/2021). Appropriates $6,400,545,070 in federal funds received by the State under the ARPA and specifies the estimated amounts to be received by the State.
2. Emissions Reduction
H951 Emissions Reduction (Passed 42 to 7 on 10/6/2021). Requires the Utilities Commission to take all reasonable steps to achieve a 70% reduction in emissions of carbon dioxide from electric public utilities from 2005 levels by the year 2030, and carbon neutrality by the year 2050.
3. Rural Healthcare Access
S408 Rural Healthcare Access (Passed 49 to 0 on 5/10/2022). Expands Medicaid coverage and invests $1 billion to address the opioid, substance abuse, and mental health crisis using ARPA funds.
4. Require Cooperation with ICE
S101 Require Cooperation with Ice (Passed 25 to 19 on 8/1/2022). Requires that state officials must work with ICE and make sure they are aware when an individual charged with certain offenses was in custody and that person's legal residency or United States citizenship status was undetermined.
5. Prohibit Private Money in Elections
S725 Prohibit Private Money in Elections (Passed 27 to 19 on 11/29/2021). Bans North Carolina election boards and officials in counties from accepting private money to run elections (Zuckerbucks).
6. Pistol Purchase Permit Repeal
H398 Pistol Purchase Permit Repeal (Passed 27 to 20 on 8/18/2021). Repeals the pistol purchase permit system in North Carolina.
