The following scorecard lists several key votes in the North Carolina General Assembly in 2023 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our second state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

House of Representatives

1. Parents' Bill of Rights

Good Vote: Yes

S49 Parents' Bill of Rights (passed 72 to 47 on 8/16/2023). Establishes a Parents’ Bill of Rights enumerating certain rights of parents related to the education, health, privacy, and safety of their child.

2. Restoring Sound Money

Good Vote: Yes
H721 Restoring Sound Money (passed 73 to 40 on 6/28/2023). Would require the State Treasurer to conduct a study on the creation of a North Carolina Bullion Depository for storing certain investment metals, such as gold, and virtual currency, such as Bitcoin.

3. Abortion Restrictions

Good Vote: Yes

S20 Abortion Restrictions (passed 72 to 48 on 5/16/2023). Restricts abortion after 12 weeks of a woman’s pregnancy, rather than 20 weeks, except in cases of rape or incest, a life-limiting anomaly, or a medical emergency.

4. Article V Convention

Good Vote: No

H235 Article V Convention (passed 61 to 55 on 3/8/2023). Would apply to Congress for a “convention of the states” under Article V of the U.S. Constitution.

5. Pistol Purchase Permit Repeal

Good Vote: Yes
H50 Pistol Purchase Permit Repeal (passed 67 to 48 on 2/22/2023). Would repeal the requirement to obtain a pistol purchase permit from the sheriff prior to the purchase or receipt of a pistol.

6. Expanding Government Healthcare

Good Vote: No

H76 Expanding Government Healthcare (passed 92 to 22 on 2/16/2023). Provides Medicaid coverage though NC Health Works to adults aged 18-64 with incomes up to 133% of the federal poverty level, while authorizing increased Medicaid reimbursements to hospitals.
