The following scorecard lists several key votes in the North Dakota Legislative Assembly in 2023 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.
Senate
1. Rescind Con-Con
SCR4012 Rescind Con-Con (Rejected 15 to 31 on 2/21/2023). Rescinds all extant applications by the North Dakota Legislative Assembly to call a convention to propose amendments to the United States Constitution, under Article V of the United States Constitution.
2. Firearm Merchant Codes
HB1487 Firearm Merchant Codes (Passed 45 to 2 on 4/25/2023). Prohibits financial entities' use of merchant codes to track firearm and ammunition-related purchases.
3. Property Rights
SB2212 Property Rights (Rejected 12 to 35 on 2/16/2023). Prohibits the use of eminent domain to construct carbon-capture pipelines in North Dakota.
4. Sound Money
HB1082 Sound Money (Passed 34 to 12 on 3/10/2023). Changes North Dakota’s definition of money to ban free-market-based cryptocurrencies and pave the way for a government-issued Central Bank Digital Currency (CBDC).
