The following scorecard lists several key votes in the New Hampshire Legislature in 2021-2022 and ranks their State Senators and House Representatives based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

Senate

1. Background Checks

Good Vote: No

SB141 Background Checks (Passed 14 to 10 on 4/1/2021). Authorizes the FBI to conduct all National Instant Criminal Background Check System (NICS) searches concerning the purchase, sale, and transfer of firearms through Federal Firearm Licensees operating in New Hampshire.

2. Federal Vaccine Mandate

Good Vote: Yes
HB1455 Federal Vaccine Mandate (Passed 13 to 10 on 5/5/2022). Prohibits state enforcement of any federal law, order, or rule that requires an individual, as a condition of employment or any other activity, to provide proof of vaccination against COVID-19.

3. Budget

Good Vote: Yes
HB1 Budget (Passed 14 to 10 on 6/3/2021). Authorizes the state budget, which reduced state spending by $172 million over the prior state budget.

4. Religious Liberty

Good Vote: Yes
HB542 Religious Liberty (Passed 14 to 10 on 5/27/2021). Provides that, during a state of emergency, the state shall permit religious organizations to operate to the same degree as other organizations that provide essential services or are vital to public health and welfare.

5. Right to Work

Good Vote: Yes

SB61 Right to Work (Passed 13 to 11 on 2/11/2021). Would make New Hampshire a Right to Work state, prohibiting collective bargaining agreements that require employees to join a labor union.

6. Nullification-Gun Rights

Good Vote: Yes
HB1178 Nullification-Gun Rights (Passed 13 to 10 on 5/5/2022). Prohibits any governing body or person in the state of New Hampshire from using resources to violate our constitutional rights regarding firearms and accessories.
