This bill is unconstitutional under the 5th and 14th Amendments of the U.S. Constitution. The 5th Amendment of the U.S. Constitution limits the power of federal and state government to discriminate. The 14th Amendment disallows the government from treating individuals unequally because of their membership in a racial group or as part of a gender.
