The following scorecard lists several key votes in the New Mexico Legislature in 2021-2022 and ranks their State Senators and House Representatives based on their fidelity to (U.S.) constitutional and limited-government principles.
This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.
Senate
1. Increasing Teacher Salaries
SB1 Increasing Teacher Salaries (Passed 61 to 0 on 4/5/2022). Increases the minimum starting pay of the state’s public school teachers by $10,000.
2. General Appropriation Act
HB2 General Appropriations Act (Passed 37 to 3 on 2/14/2022). Makes recurring general fund appropriations for fiscal year 2023 of $8.48 billion, up 13.9 percent from 2022.
3. Public Project Revolving Fund
SB37 Public Project Revolving Fund (Passed 33 to 0 on 2/1/2022). Appropriates funds to the drinking water state revolving loan fund, the wastewater facility construction loan fund, and the cultural affairs facilities infrastructure fund.
4. Clean Fuel Standard Act
SB14 Clean Fuel Standard Act (Passed 25 to 16 on 2/3/2022). Offers tax incentives to fuel producers to encourage lower-carbon fuel production and requires fuel producers to meet certain requirements and emission caps intended to reduce air pollution from the transportation sector.
5. Opportunity Scholarship Act
SB140 Opportunity Scholarship Act (Passed 30 to 6 on 2/13/2022). Makes college tuition-free for most New Mexicans and establishes the most wide-reaching tuition-free scholarship program in the United States.
6. Community Energy Efficiency Development Block Grant
HB37 Community Energy Efficiency Development Block Grant (Passed 26 to 14 on 2/15/2022). Increases the affordability of energy utilities to low-income communities by creating a program to increase energy efficiency in low-income homes.
