The Legislative Scorecard is a nationwide educational program of The John Birch Society. Its purpose is to create an informed electorate on how state legislators are voting. The Scorecard is nonpartisan; it does not promote any candidate or political party. Bills are selected for their constitutional implications and cost to the taxpayers.

The following scorecard lists several key votes in the Pennsylvania Legislature in 2021 and 2022 and ranks state representatives and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

Senate

House of Representatives

1. Abortion & Voting

Good Vote: Yes

SB106 Abortion & Voting (Passed 107 to 92 on 7/8/2022). This bill includes two constitutional amendments. It states that abortion is not a right and bans all abortions funded by the taxpayers. It also requires that voter ID is needed to vote.

2. Poll Watchers

Good Vote: Yes

SB573 Poll Watchers (Passed 111 to 89 on 6/28/2022). Allow all registered voters of Pennsylvania to be eligible to be a poll watcher in any precinct in the state of Pennsylvania.

3. Transgender Sports

Good Vote: Yes

HB972 Transgender Sports (Passed 115 to 84 on 4/12/2022). Provides for sport activities in public school be expressly designated male, female, or coed.

4. Constitutional Carry

Good Vote: Yes

SB565 Constitutional Carry (Passed 107 to 92 on 11/16/2021). Eliminates the requirement of a license to carry a firearm.

5. COVID-19 Vaccine Status

Good Vote: Yes

SB618 COVID-19 Vaccine Status (Passed 112 to 89 on 6/23/2021). Prohibits government entities and state funded colleges from requiring proof of COVID-19 vaccination.

6. Election Integrity

Good Vote: Yes

SB982 Election Integrity (Passed 110 to 90 on July 7, 2022). Prohibits the use of non-public or outside money for the administration and execution of an election, making sure funding only comes from the taxpayers.
