The following scorecard lists several key votes in the West Virginia Legislature in 2021-2022 and ranks state delegates and senators based on their fidelity to (U.S.) constitutional and limited-government principles.

This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.

House of Delegates

1. Electric Vehicle Infrastructure Deployment Plan

Good Vote: No

HB4797 Electric Vehicle Infrastructure Deployment Plan (Passed 96 to 2 on 2/23/2023). Creates an EV Infrastructure Deployment Plan for West Virginia that describes how our state intends to use its share of NEVI Formula Program funds.

2. Vaccine Status

Good Vote: Yes

HB4012 Vaccine Status (Passed 88 to 7 on 3/12/2022). Prohibits the showing of proof of a COVID-19 vaccination as a condition for entering the premises of any state or local governmental building or as a condition for entering the premises of a hospital or enrolling in a state institution of higher education.

3. Reduced Licensure

Good Vote: Yes
HB2008 Reduced Licensure (Passed 59 to 40 on 3/18/2021). Eases up on licensing requirements for plumbers, HVAC, and electricians.

4. Con-Con

Good Vote: No

HCR31 Con-Con (Passed 77 to 19 on 3/4/2022). Applies to the Congress of the United States to call a convention of states.

5. Women's Sports

Good Vote: Yes

HB3293 Women's Sports (Passed 80 to 20 on 4/9/2021). Prohibits biological males from participating on athletic teams or sports designated for biological females where competitive skill or contact is involved.

6. Industrial Business Expansion Development Program

Good Vote: No
SB4001 Industrial Business Expansion Development Program (Passed 87 to 2 on 9/12/2022). Creates the Industrial Business Expansion Development Program and is to be administered as a program within the Department of Economic Development.
