The following scorecard lists several key votes in the West Virginia Legislature in 2021-2022 and ranks state delegates and senators based on their fidelity to (U.S.) constitutional and limited-government principles.
This is our first state-level Scorecard; the selected votes may not be reflective of legislators’ overall records. Their cumulative scores will change as we add more votes. Please check regularly for updates.
Senate
1. Film Investment Tax Credit
HB2096 Film Investment Tax Credit (Passed 32 to 1 on 3/9/2022). Restores the film tax credit program in West Virginia and would be retroactive to January 1, 2018.
2. Anti-Racism Act of 2022
SB498 Anti-Racism Act of 2022 (Passed 21 to 12 on 3/2/2022). Prohibits that a teacher may not teach that one race, ethnic group, or biological sex is inherently, morally, or intellectually superior to another race, ethnic group, or biological sex.
3. Vaccine Status
HB4012 Vaccine Status (Passed 23 to 8 on 3/12/2022). Prohibits the showing of proof of a COVID-19 vaccination as a condition for entering the premises of any state or local governmental building or as a condition for entering the premises of a hospital or enrolling in a state institution of higher education.
4. Women's Sports
HB3293 Women's Sports (Passed 18 to 15 on 4/8/2021). Prohibits biological males from participating on athletic teams or sports designated for biological females where competitive skill or contact is involved.
